H.R. 5417 — Health Access Innovation Act of 2025

This section establishes the Health Equity Innovation Grant Program (HEIGP) in Part P of title III of the Public Health Service Act. It authorizes the Secretary of Health and Human Services to award grants to faith- or community-based organizations located in medically underserved communities or health professional shortage areas that have demonstrated ability to address chronic health disparities, with priority to those that operated health workforce or access programs during a public health emergency. Grants may be used to (1) pay for medical services, health screenings, tests, and preventive services; (2) expand access to health care and public health services, diversify health workers, provide culturally and linguistically appropriate services, and address social determinants of health; (3) support community health navigators, community health workers (promotores de salud), peer support specialists, community health representatives, and other trusted messengers; (4) expand grantee capacity; and (5) carry out other social determinants programs. The section authorizes appropriations of $50 million for FY2026, $55 million for FY2027, $60 million for FY2028, $65 million for FY2029, and $70 million for FY2029, with no more than 5% for administrative costs.
