H.R. 5421 — William Lacy Clay Sr. Memorial Stamp Act

This section states congressional findings on the life, military service, 32-year congressional tenure (1969-2001), founding role in the Congressional Black Caucus, legislative achievements (nearly 300 bills enacted), and enduring legacy of former Representative William Lacy Clay, Sr.

This section directs the Postmaster General to issue a commemorative postage stamp honoring William Lacy Clay Sr. in the denomination used for first-class mail up to 1 ounce, to be placed on sale as soon as practicable after enactment and sold for a period determined by the Postmaster General.
