H.R. 5423 — Predatory Truck Leasing Prevention Act of 2025

This section directs the Secretary of Transportation to promulgate regulations, not later than one year after the date of enactment, prohibiting motor carriers providing interstate transportation of property from using predatory commercial motor vehicle lease-purchase agreement programs (i.e., arrangements where the carrier controls the driver's work, compensation, and debts, preventing the driver from accruing equity in the leased truck). The regulations must include a process granting drivers relief from the terms of any violating lease-purchase agreement entered into after the regulations' effective date.
