H.R. 5432 — Puerto Rico Energy Oversight and Accountability Act

This section requires the Comptroller General of the United States to submit to Congress, not later than one year after enactment of this Act and again one year thereafter, a comprehensive study covering the period from June 1, 2021, through the report submission date. The study examines (1) the effects of operational and managerial decisions by LUMA Energy (i.e., the private operator of Puerto Rico's electric transmission and distribution system) and Genera PR (i.e., the private operator of electric power generation) on project execution, contracting, and coordination with federal and local authorities for federal recovery efforts and grid improvement projects in Puerto Rico; (2) local government policies and administrative actions influencing federal disaster relief and grid resilience efforts; and (3) challenges to efficient federal funding, oversight, and project implementation in Puerto Rico's energy sector. The reports must also include actionable recommendations to improve federal recovery and grid resilience efforts, including steps to strengthen oversight of LUMA Energy and Genera PR, enhance coordination among federal, territorial, and local authorities, and ensure transparent and efficient use of federal funds; opportunities to reduce project execution delays and establish clearer accountability in contracting and operations; and proposed measures to improve coordination, accountability, and long-term planning for modernization and resilience of Puerto Rico's energy grid.
