This section establishes congenital cytomegalovirus (CMV) screening requirements for infants 21 days of age or younger at hospitals and other designated health care entities. It directs each state's chief health executive officer to prescribe standards and procedures for testing, result recording, tracking, follow-up, education, and parent notification; if a state fails to do so within two years of enactment of the Stop CMV Act of 2025, the Discretionary Advisory Committee on Heritable Disorders in Newborns and Children (under PHSA §1111) prescribes them subject to the committee's review and approval, considering other states' practices and scientific evidence. (As background, congenital CMV is the most common infectious cause of birth defects in the United States and can result in hearing loss, developmental delays, and other disabilities in newborns.) The section further authorizes grants as follows: (1) through the Health Resources and Services Administration, to states for distribution to screening entities, with such sums as necessary authorized for FY2025 and FY2026; (2) through the Centers for Disease Control and Prevention, to states for data systems and provider/public education on CMV, with such sums as necessary authorized for FY2025 and FY2026; and (3) directs the National Institutes of Health to establish or expand research programs on CMV screening techniques, interventions, diagnostics, prevention, treatments, vaccines, and public awareness.
This section directs the Advisory Committee on Heritable Disorders in Newborns and Children to carry out activities under section 1116A of the Public Health Service Act (i.e., adds this as a new duty in subsection (b)(8)). (As background, the committee advises the Secretary of Health and Human Services on grants for newborn and child screening for heritable disorders, including development of a uniform screening panel.)
