H.R. 544 — To provide a private right of action against the maker of any component of a ghost gun, and any person who facilitated a sale of the ghost gun, for injury or death resulting from the use of the ghost gun.

This section establishes a private right of action in U.S. district court for individuals injured or killed by a ghost gun (i.e., a firearm lacking a unique serial number engraved or cast on the frame or receiver by a licensed manufacturer or importer, including any parts readily assemblable into a firearm), their family members, and the state or political subdivision where the injury or death occurs, against makers of any ghost gun component or facilitators of any ghost gun sale, for damages including consequential damages deemed appropriate by the court. It provides affirmative defenses if the injury or death resulted from (1) an individual's self-defense against a reasonably perceived imminent threat to a non-criminal's safety or (2) a law enforcement officer's response to a reasonably perceived imminent threat to public safety.
