H.R. 5445 — Federal-State Partnership for Clean Water Act of 2025

This section revises the authorization of appropriations for wetlands program development and implementation grants—i.e., grants to states for developing and implementing comprehensive programs to protect wetlands—to $300 million for each of FY2026 through FY2030 (from $75 million for each of FY2022 through FY2026). It further requires that at least $100 million each fiscal year be used for the development and implementation by states, interstate agencies, or municipalities (including Indian tribes) of programs to protect, manage, or restore wetlands, including programs pursuant to CWA §404 (dredged or fill material permitting).

This section extends the authorization of appropriations for Clean Water Act section 106 grants to states and interstate agencies for administering water pollution control programs—including prevention, reduction, elimination of pollution, and enforcement—through FY2030 (from FY1990), adding such sums as necessary for FY1991–FY2025 and $500 million annually for FY2026–FY2030 (from $75 million annually for FY1986–FY1990); and makes a technical amendment to remove the "beginning in fiscal year 1974" qualifier from the prohibition on grants to states lacking water quality monitoring procedures.
