H.R. 5450 — Continuing Appropriations and Extensions and Other Matters Act, 2026

This section appropriates funds for fiscal year 2026 to departments, agencies, corporations, and other organizational units of the federal government from any money in the Treasury not otherwise appropriated and from applicable corporate or other revenues, receipts, and funds.

This section provides continuing appropriations at fiscal year 2025 rates for projects and activities—including costs of direct loans and loan guarantees—not otherwise specifically provided for in this Act, that were conducted in FY2025 under division A of the Full-Year Continuing Appropriations Act, 2025 (P.L. 119-4), excluding sections 1110, 1113, and 1114 and the proviso in section 1602(4).

This section prohibits the Department of Defense from using appropriations or funds provided under section 101 for (1) new production of items not funded for production in FY2025 or prior fiscal years, (2) increasing production rates above those sustained with FY2025 funds, or (3) initiating, resuming, or continuing any project, activity, operation, or organization—including P-1 and R-1 line items—for which funds were not available in FY2025. The section further prohibits using such funds to initiate multi-year procurements utilizing advance procurement funding for economic order quantity procurement unless specifically appropriated later. (Thus, these restrictions limit Department of Defense activities and spending generally to FY2025 levels pending full-year appropriations.)

This section prohibits the use of appropriations or funds made available under section 101 to initiate or resume any project or activity for which appropriations, funds, or authority were not available during FY2025 (except as provided in section 102).

This section provides that appropriations made and authority granted under this Act cover obligations or expenditures incurred for any project or activity during the period such funds or authority are available.

This section establishes the availability of appropriations, funds, and authorities provided by this Act—unless otherwise specified—until the earliest of (1) enactment of a specific appropriation for the project or activity, (2) enactment of the applicable FY2026 appropriations act without provision for such project or activity, or (3) October 31, 2025.

This section requires expenditures made pursuant to this Act to be charged to the applicable appropriation, fund, or authorization upon enactment of the bill containing such appropriation, fund, or authorization.

This section waives the deadlines for submission and approval of apportionments under 31 U.S.C. 1513—including agency submissions 40 days before the fiscal year or 15 days after enactment and presidential notifications 20 days before the fiscal year or 30 days after enactment—for appropriations made available by this Act. (Thus, such funds may be apportioned and expended without adhering to those timelines, though other apportionment requirements remain in effect.)

This section prohibits high initial rates of operation or complete distribution of appropriations at the beginning of fiscal year 2026 for programs funded by this Act that distribute funding to states, foreign countries, grantees, or others (notwithstanding other provisions of the Act except section 106). No grants may be awarded for such programs if they would impinge on final funding prerogatives. (Thus, this preserves congressional flexibility to adjust funding levels before full spending occurs.)

This section revises the funding flexibility restriction in section 739 of the FY2025 Further Consolidated Appropriations Act (Public Law 118-47), notwithstanding section 101, to prohibit the use of funds appropriated by this or any other Act to increase, eliminate, or reduce funding for any program, project, or activity as proposed in the President's budget request for a fiscal year until such change is enacted in an appropriations Act. (Thus, the executive branch is barred from reprogramming funds to align with the President's budget proposal absent further congressional action.)

This section continues, at rates necessary to maintain program levels under current law, (1) entitlements and other mandatory payments funded in specified prior appropriations acts, (2) expenses authorized under the Cost of War Toxic Exposures Fund (38 U.S.C. 324)—which provides mandatory appropriations for FY2023 and subsequent years to supplement FY2021 funding levels for VA health care, benefits, and research related to veterans' exposure to environmental hazards during service—and (3) activities under the Food and Nutrition Act of 2008, through the date specified in section 106(3). It further permits obligations for, and availability of funds for, mandatory payments due on or about the first day of any month beginning after October 2025 but not later than 30 days after that date.

This section authorizes apportionment of amounts made available under section 101 for civilian personnel compensation and benefits in each department and agency up to the rate for operations necessary to avoid furloughs within such department or agency, consistent with the applicable FY2025 appropriations Act. Such authority may not be used until after the department or agency has taken all necessary actions to reduce or defer non-personnel-related administrative expenses.

This section authorizes the obligation and expenditure of funds appropriated by this Act notwithstanding restrictions in 22 U.S.C. 2412 (requiring prior congressional authorization for foreign assistance appropriations), 22 U.S.C. 2680 (limiting reprogramming of State Department funds), 22 U.S.C. 6212 (requiring consultations on foreign policy planning), and 50 U.S.C. 3094(a)(1) (requiring notifications prior to certain national security activities).

This section rescinds prior designations as emergency requirements under section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 (BBEDCA) for certain amounts incorporated by reference in this Act from specified provisions of Public Laws 119-4, 118-42, and 118-47, and redesignates those amounts as emergency requirements pursuant to section 4001(a)(1) of S. Con. Res. 14 (117th Congress) and fiscal year 2026 budget enforcement legislation in the House of Representatives. (As background, emergency designations exempt appropriations from BBEDCA spending caps and sequestration; thus, this maintains the exemption status under new budgetary authorities.) The section further (1) redesignates incorporated amounts previously designated as disaster relief under BBEDCA section 251(b)(2)(D) as disaster relief pursuant to a concurrent resolution on the budget (thus, preserving their exemption from certain budget enforcement); and (2) provides that incorporated amounts from division B of Public Law 117-159, division J of Public Law 117-58, and section 443(b) of division G of Public Law 117-328 that were designated as emergency requirements under prior concurrent resolutions continue to be treated as specified in section 103(b) of division A of Public Law 118-5. This section becomes effective immediately upon enactment and remains in effect through the date specified in section 106(3).

This section (1) validates amounts designated by Congress as emergency requirements under section 1110(a) of division A of P.L. 119-4—pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 (BBEDCA)—as available (or repurposed, rescinded, or transferred) as if designated by the President under section 1110(b) of P.L. 119-4, and ratifies obligations incurred in anticipation thereof; (2) amends BBEDCA section 251(b)(2)(A) by striking “and the President subsequently so designates” each place it appears (thus, allowing congressional designation alone to exempt emergency spending from discretionary spending limits); (3) applies section 103(a) of division A of P.L. 118-5 to the budgetary effects of this section; and (4) takes effect immediately upon enactment or, if enacted after September 30, 2025, as if in effect on that date.

This section authorizes the continuation of specified rescissions or cancellations of discretionary budget authority under section 101—applicable to certain Treasury Appropriations Fund Symbols (TAFS) that either lack new appropriations in this Act while a current TAFS receives them or are no-year TAFS receiving other appropriations—by reducing the rate for operations provided to such current TAFS, provided it does not impinge on congressional funding prerogatives. The amount continued equals the lesser of (1) the amount specified in the referenced appropriations Act or (2) balances available as of October 1, 2025. This section also directs the Director of the Office of Management and Budget to submit to the House and Senate Appropriations Committees, by October 31, 2025, a comprehensive list of such continued rescissions or cancellations, with periodic updates for changes in available balances transmitted upon request.

This section extends the availability until September 30, 2026 (from after September 30, 2025), of remaining unobligated balances as of September 30, 2025, from amounts appropriated by this or prior Acts—including balances proposed for rescission in the President's special message EC-1680 transmitted September 8, 2025—that (1) are subject to apportionment under 31 U.S.C. §1513(b); (2) were not apportioned for immediate, unconditional obligation at least 90 days before their period of availability expired and continuously thereafter; and (3) were unavailable for obligation after September 30, 2025, prior to enactment. (Thus, such balances remain available for their original purposes, authorities, and conditions and are exempt from further apportionment under 31 U.S.C. subchapter II, chapter 15.) The section further (1) requires the Office of Management and Budget Director to submit a comprehensive list of extended amounts to the House and Senate Appropriations Committees by November 17, 2025; (2) directs the Comptroller General to audit compliance by January 15, 2026, and conduct any subsequent periodic audits with prompt reporting of findings to the Committees; and (3) applies retroactively as of September 30, 2025, if enacted after that date, with budgetary effects subject to section 103(a) of division A of Public Law 118-5.

This section, effective in this fiscal year and thereafter, (1) nullifies subsection (d) of section 1017 of the Congressional Budget and Impoundment Control Act of 1974 (ICA); (2) requires budget authority proposed for rescission or deferral (including reservation) in a special message under ICA §§1012 or 1013 to be made available for obligation in sufficient time for prudent obligation and prohibits its deferral or withholding during the 90-day period before the end of its period of availability; (3) requires apportionments of appropriations (as defined in 31 U.S.C. §1511, i.e., appropriated amounts, funds, and contract authority) under 31 U.S.C. §1513(b) to make all amounts available for prudent obligation and, without preconditions (including footnotes), for immediate obligation no later than 90 days before the end of the period of availability, remaining continuously available during that period; and (4) defines "budget authority" to include authority provided by this or any other Act or law. (As background, ICA §§1012 and 1013 regulate executive deferrals and rescissions of budget authority by requiring congressional acquiescence via special messages, while 31 U.S.C. §1513 requires Office of Management and Budget apportionments of appropriations to align with spending rates; these changes limit executive discretion to withhold funds near period-end.)

This section provides $8.2 billion for operations of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), notwithstanding section 101.

This section extends Livestock Mandatory Reporting through the date specified in section 106(3) of this Act (from September 30, 2025). The program provides information readily understood by producers, packers, and other market participants—including on pricing, contracting for purchase, and supply and demand conditions for livestock, livestock production, and livestock products; improves USDA price and supply reporting services; and encourages competition in livestock and livestock product markets.

This section makes expired but uncancelled amounts in the Exploration, Space Operations, Human Space Flight, Space Flight Capabilities, and Exploration Capabilities appropriations accounts available through FY2030 for liquidating valid obligations incurred from FY2001 through FY2013 for Space Shuttle contract and program closeouts. The section is effective upon enactment or, if enacted after September 30, 2025, applies retroactively as of that date.

This section directs the continuation of any mission in operation (including extended operations), under development, or in formulation by NASA's Science Mission Directorate as of September 1, 2025, during the period covered by this Act.

This section directs the apportionment of amounts made available by section 101 for National Science Foundation accounts—including Research and Related Activities, Major Research Equipment and Facilities Construction, STEM Education, and Agency Operations and Award Management—at a rate necessary to maintain research facilities and scientific awards at the current level.

This section directs that amounts made available by section 101 for National Oceanic and Atmospheric Administration (NOAA) Operations, Research, and Facilities be apportioned at a rate necessary to maintain the Office of Oceanic and Atmospheric Research at its current level, including for research laboratories, cooperative institutes, and scientific awards.

This section requires the Secretary of Commerce to renew all cooperative agreements under the Hollings Manufacturing Extension Partnership (15 U.S.C. §278k)—which provides financial support to manufacturing extension centers affiliated with eligible entities (i.e., nonprofits, institutions of higher education, or state, territorial, local, or tribal governments or consortia thereof) to assist small- and medium-sized manufacturers—for eligible entities in each state and Puerto Rico during the period covered by this Act. Each renewal must occur under the same terms and conditions as the previous agreement, unless requested otherwise by the eligible entity.

This section authorizes apportionment up to the rate necessary to maintain program operations for amounts made available by section 101 for Department of Justice—United States Marshals Service—Salaries and Expenses.

This section appropriates $30 million in additional FY2026 funding for the Department of Justice—United States Marshals Service—Salaries and Expenses account, to remain available until September 30, 2027, of which $7 million is for protective operations and $23 million is to enhance the federal judicial security mission. The section also requires the United States Marshals Service to submit quarterly reports to the House and Senate Committees on Appropriations—beginning 30 days after enactment—detailing its current protective details, associated costs, and threat assessments or other supporting information.

This section appropriates $30 million for FY2026, in addition to amounts otherwise provided in section 101, for the Department of Justice—United States Marshals Service—Construction account to support critical courthouse security renovations and upgrades in spaces controlled, occupied, or utilized by the United States Marshals Service and to secure prisoner movement areas. Funds remain available until expended and are designated by Congress as an emergency requirement pursuant to section 4001(a)(1) of S. Con. Res. 14 (117th Congress) and legislation establishing FY2026 budget enforcement in the House of Representatives.

This section extends the authority of the United States Parole Commission under chapter 311 of title 18, United States Code (i.e., pre-Sentencing Reform Act parole provisions), by applying section 235(b) of the Sentencing Reform Act of 1984 as if each reference to "37" were "38" during the period covered by this Act. (As background, the Commission continues to exercise parole release authority and set supervision conditions for offenders sentenced under pre-November 1, 1987, law and certain D.C. Code offenders; thus, this extends the Commission's required operation by one year.)

This section authorizes apportionment of up to $154 million from amounts appropriated by section 101 to the Department of Defense for Shipbuilding and Conversion, Navy— notwithstanding sections 102 and 104—up to the rate for operations necessary to complete the FY2016 and FY2018 Virginia-class submarine programs.

This section provides funding for continued rapid prototyping activities to maintain the schedule and support transition to production for the Air Force's E-7 Wedgetail aircraft program (i.e., an airborne early warning and control platform to replace the E-3 Sentry) by (1) authorizing apportionment of up to $199,676,000 from funds available under section 101 for Research, Development, Test, and Evaluation, Air Force, notwithstanding sections 102 and 104, with such funds to be obligated by the Secretary of the Air Force without reserving full estimated cancellation liability; and (2) transferring and merging $200 million of unobligated balances from Aircraft Procurement, Air Force, funds provided in P.L. 119-4 into such RDT&E funds. The section further prohibits the use of any funds appropriated or otherwise made available by this or any other Act, including prior Acts and non-appropriations laws, to pause, cancel, terminate, or prepare to pause, cancel, or terminate the E-7 Wedgetail aircraft program.

This section increases funding specified in the first proviso under the heading “Department of Energy—Atomic Energy Defense Activities—National Nuclear Security Administration—Weapons Activities” in division D of Public Law 118–42 to $149,244,000 (from $118,056,000), notwithstanding section 101.

This section (1) extends provisions of title I of the CALFED Bay-Delta Authorization Act (P.L. 108-361)—which authorizes federal-state coordination to restore the Sacramento-San Joaquin Bay-Delta estuary ecosystem, improve water supply reliability, and enhance water quality—through 2026 (from 2022), and (2) increases the amount specified in section 103(f)(4)(A) to $32.6 million (from $30 million).

This section directs the Department of Energy to obligate and expend amounts appropriated for the Energy Efficiency and Renewable Energy, Electricity, Fossil Energy and Carbon Management, and Cybersecurity, Energy Security, and Emergency Response accounts for the programs, projects, and activities—and in the amounts—specified in the “Final Bill” column of the “Department of Energy” table in the explanatory statement described in section 4 preceding division A of Public Law 118-42. The section further provides that subsections (e), (f), and (g) of section 301 of Public Law 118-42 do not apply to such amounts.

This section directs the Secretary of Energy to complete hot commissioning of the Direct-Feed Low Activity Waste facility at the Hanford Site in Richland, Washington, by October 15, 2025 (unless the Washington Department of Ecology agrees to a different date). Thereafter, the Secretary must operate the facility at an average melter throughput rate of radioactive tank waste consistent with milestone A-22 in the Washington v. Wright consent decree. (Hanford Site stores and treats approximately 56 million gallons of radioactive tank waste from nuclear weapons production; the facility is designed to vitrify low-activity waste directly from the tanks.)

This section authorizes apportionment of amounts made available by section 101 for the Small Business Administration—Business Loans Program Account up to the rate for operations necessary to accommodate increased demand for (1) commitments for general business loans under paragraphs (1) through (35) of section 7(a) of the Small Business Act, (2) commitments to guarantee trust certificates under section 5(g) of the Small Business Act, (3) commitments to guarantee loans under section 503 of the Small Business Investment Act of 1958, and (4) commitments to guarantee debentures under section 303(b) of the Small Business Investment Act of 1958.

This section authorizes the District of Columbia to expend local funds made available under the “District of Columbia—District of Columbia Funds” heading in the District of Columbia Appropriations Act, 2024 (title IV of division B of Public Law 118–47), for such programs and activities at the rate set forth in the Fiscal Year 2026 Local Budget Act of 2025 (D.C. Bill 26–260), as modified as of enactment, notwithstanding other provisions of this Act except section 106.

This section provides $1,534,910,000 for Defender Services (i.e., federal public defender organizations and panel attorney payments under the Criminal Justice Act, 18 U.S.C. § 3006A) at a rate for operations, notwithstanding section 101. Such amounts may be apportioned up to the rate necessary to make payments due under 18 U.S.C. § 3006A (which requires courts to furnish counsel and necessary services to financially eligible persons charged with felonies, certain misdemeanors, or other specified proceedings).

This section modifies appropriations under the Office of Personnel Management—Salaries and Expenses heading in title V of division B of P.L. 118-47, notwithstanding section 101 of this Act, by (1) decreasing the amount preceding the first proviso to $197,446,000 (from $219,076,000), and (2) increasing the second proviso to $214,605,000 (from $192,975,000).

This section extends the application of section 1605 of title VI of division A of Public Law 119-4 through the end of the last applicable pay period commencing in calendar year 2025 (from the date specified in section 1106 of this Act). Beginning with the first applicable pay period on or after January 1, 2026, it applies that section through the date specified in section 106(3) of this Act by—(1) substituting the section 106(3) date for the section 1106 date; (2) not applying paragraph (1); (3) substituting "2026" for "2025" in paragraph (2); (4) substituting "2027" for "2026" in paragraph (3); and (5) not applying paragraph (4).

This section establishes an Office of Inspector General (OIG) for the Office of Management and Budget (OMB) with jurisdiction over matters assigned to OMB by law or delegated to OMB and subject to the Inspector General Act of 1978 (chapter 4 of title 5, U.S. Code), and requires the President to appoint an Inspector General within 45 days of enactment. It further appropriates $20 million for FY2026 for necessary expenses of the OIG, available through September 30, 2027; exempts such funds and all future OIG appropriations from apportionment under subchapter II of chapter 15 of title 31, U.S. Code; and subjects the funds to the same authorities and conditions as title II of division B of P.L. 118-47.

This section provides $28 million, to remain available until expended, for protection of the residences of the Supreme Court Justices within the Supreme Court of the United States—Salaries and Expenses account in the Judiciary appropriation.

This section provides an additional $52 million, to remain available until expended, for security improvements at U.S. courthouses and federal court facilities within the Court Security account under Judiciary—Court of Appeals, District Courts, and Other Judicial Services.

This section authorizes apportionment up to the rate for operations of amounts made available by section 101 to the Federal Emergency Management Agency's Disaster Relief Fund for response and recovery activities under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (i.e., the primary statute authorizing federal disaster assistance to states, localities, and certain nonprofits).

This section extends the application of livestock disaster assistance under sec. 1701 of P.L. 117-43, as amended—in which USDA uses $100 million in Commodity Credit Corporation funds to implement the Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish (ELAP) program for producers in disaster counties—to qualifying losses incurred during calendar years 2021 through 2026 (from 2021 or 2022 or 2023 or 2024). (Thus, the provision applies during the period covered by this Act.)

This section permits amounts made available by section 101 for Department of Agriculture—Forest Service—Wildland Fire Management to be apportioned up to the rate for operations necessary for wildfire suppression activities.

This section provides additional funding, in addition to amounts provided by section 101, for the Indian Health Service (IHS)—which delivers direct health care services to American Indians and Alaska Natives—to staff and operate facilities opened, renovated, or expanded in FY2025 and FY2026, with amounts available at a rate for operations and apportionable up to the rate necessary for such purposes. Specifically, the section provides (1) $72,265,000 for IHS Indian Health Services and (2) $8,050,000 for IHS Indian Health Facilities.

This section revises a Forest Service administrative provision in title III of Public Law 109-54 (i.e., the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2006), as amended, by striking limitations to funds “in this Act” and activities “prior to the date of enactment of this Act.” (Thus, the provision applies to Forest Service funds generally and prospectively.)

This section appropriates $490,960,000 for the Corporation for Public Broadcasting (CPB) for FY2026, in addition to amounts provided by section 101, to remain available until September 30, 2026, with payment required not later than three days after enactment. The funds are available under the terms and conditions specified for CPB in division D of the Further Consolidated Appropriations Act, 2024 (P.L. 118-47), except that the formula allocation in section 396(k)(3) of the Communications Act of 1934 (47 U.S.C. 396(k)(3)) applies as if $535,000,000 were available and no funds are provided under subclauses (II) or (III) of subparagraph (A)(iii).

This section increases the Head Start base grant for the Federated States of Micronesia and the Republic of the Marshall Islands to $8 million each (from $2,775,000) for purposes of section 640(a)(2)(B)(v) of the Head Start Act and deems such amount equal to the prior fiscal year's base grant for those jurisdictions. (As background, the Head Start program provides comprehensive early childhood education, health, nutrition, and family support services primarily to low-income children ages 3 to 5.)

This section prohibits cost-of-living adjustments to the annual pay rates for Senators, Members of the House of Representatives, Delegates and the Resident Commissioner, the Speaker of the House, and specified congressional leadership positions during the period covered by this Act.

This section provides additional FY2026 appropriations, designated by Congress as an emergency requirement, as follows: (1) $90 million for House of Representatives salaries and expenses of the Office of the Sergeant at Arms for enhanced Member security programs, to remain available until expended; (2) $66.5 million for Senate Sergeant at Arms and Doorkeeper of the Senate contingent expenses, including $53 million to remain available until expended for the Business Continuity and Disaster Recovery Fund for enhanced Member security, $3.5 million to remain available through September 30, 2030, for the residential security system program, and $10 million to remain available through September 30, 2030, for state office security activities; and (3) $30 million for Capitol Police mutual aid reimbursements, to remain available until expended. Obligations of these funds are subject to notification within 15 days to specified appropriations and authorizing committees.

This section provides an additional $6,865,235 for the cost of direct loans under the Veterans Benefits Administration—Native American Veteran Housing Loan Program Account (i.e., direct loans to eligible Native American veterans to purchase, construct, reconstruct, or improve homes on trust or restricted land), as authorized by subchapter V of chapter 37 of title 38, U.S. Code. Such funds subsidize gross obligations for the principal amount of direct loans not to exceed $75,000,000.

This section authorizes the U.S. Governor of the European Bank for Reconstruction and Development (EBRD)—a multilateral development bank that finances infrastructure, private sector, and sustainable development projects in Europe, Central Asia, and North Africa—to subscribe on behalf of the United States to up to 40,000 additional shares of the Bank's paid-in capital stock, effective only to the extent provided in advance in appropriations Acts. The section further authorizes appropriations of $437,457,804, without fiscal year limitation, for the Secretary of the Treasury to pay for the subscription.

This section authorizes apportionment of amounts made available by section 101 for Department of Transportation—Office of the Secretary—Payments to Air Carriers up to the rate necessary to maintain Essential Air Service (EAS) program operations. (As background, the EAS program subsidizes scheduled commercial air service to small and rural communities.)

This section rescinds all remaining unobligated balances as of September 30, 2025, from FY2022 appropriations under division L of P.L. 117-103 for competitive awards eligible under the Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) program (i.e., 23 U.S.C. §176(d)(4)(A) for planning grants and §176(d)(4)(C) for resilience improvement grants to surface transportation assets) and appropriates an equivalent amount as additional FY2025 budget authority, available through September 30, 2026, to complete funding of those FY2022 awards without additional competition. (Thus, the reappropriation extends fund availability beyond September 30, 2025, for the PROTECT program, which provides competitive grants to communities and infrastructure owners to assess climate vulnerabilities, plan responses, and enhance transportation resilience to weather events and natural disasters.)

This section authorizes FY2026 funds under the Department of Housing and Urban Development—Public and Indian Housing—Tenant-Based Rental Assistance account (i.e., Housing Choice Voucher program, which provides rental subsidies to approximately 2.3 million low-income families) for additional allocations under specified subparagraphs to prevent termination of rental assistance for families due to insufficient funding in the calendar year 2025 funding cycle. The Secretary of Housing and Urban Development must notify the House and Senate Committees on Appropriations at least three business days before allotting such funds.

This section directs the Secretary of Housing and Urban Development, by December 15, 2025, to noncompetitively renew all existing Continuum of Care (CoC) grants and youth homelessness demonstration projects expiring in 2026 for one 12-month period, notwithstanding conflicting provisions in subtitle C of title IV of the McKinney-Vento Homeless Assistance Act. Renewal amounts must incorporate reasonable cost-of-living adjustments for supportive services and fiscal year 2025 fair market rents.

This section rescinds all remaining unobligated balances as of September 30, 2025, from FY2024 appropriations to the Department of Housing and Urban Development's Fair Housing and Equal Opportunity account for Fair Housing Activities and appropriates an equivalent amount as new FY2025 budget authority, available through September 30, 2026, to complete funding of FY2024 awards under the Fair Housing Initiatives Program (FHIP). (FHIP provides grants and contracts to state and local governments and nonprofit organizations to enforce rights under the Fair Housing Act through investigations, testing, and enforcement activities and to conduct related public education and outreach.)
