This section revises congressional summer adjournment requirements by (1) changing the deadline for sine die adjournment to June 30 each year (from July 31); and (2) in odd-numbered years, changing the deadline for adopting a concurrent resolution authorizing adjournment to June 30 (from July 31) and shortening the recess period to from the Friday in July at least 30 days before the first Monday in August to that first Monday in August (from the Friday in August at least 30 days before Labor Day to the second day after Labor Day). It also changes the state-of-war exception date to June 30 (from July 31). The amendments take effect on the convening date of the second session of the 119th Congress.
