H.R. 5466 — GUARD Act

This section authorizes the Secretary of Defense to establish at least one National Security and Defense Artificial Intelligence Institute at a senior military college to address cross-cutting AI challenges and foundational science for national security and defense, including through partnerships among federal agencies, higher education institutions, nonprofits, governments, and industry. The Secretary may award financial assistance, through competitive merit review and in collaboration with other federal agencies, to U.S.-based eligible host institutions or consortia for up to 10 years (initial five-year period, renewable once) to support institute activities such as curating secure AI datasets, developing testbeds, conducting research and education, providing computing resources and technical assistance, and broadening AI workforce participation.
