H.R. 5471 — Advancing Quality U.S. Aquaculture Act

This section amends the National Aquaculture Act of 1980 by—(1) in section 4 (National Aquaculture Development Plan), correcting a typographical error, requiring periodic reviews of the plan and continuing assessments of U.S. aquaculture not less than once every three years (previously periodic or continuing without specified minimum frequency), and adding to the assessment two new catalog requirements for capital constraints (per section 8(b)) and Federal or State regulatory barriers (per section 9(b)) affecting the aquaculture industry; (2) in section 5, replacing subsection (d) with provisions establishing a 14-member Aquaculture Advisory Committee—not later than 180 days after enactment—to advise the Secretary of Agriculture on program oversight, technical assistance for aquaculture farmers (including shellfish, algae, and land-based systems), and Act implementation, with staggered initial terms of 1 to 3 years, at least three meetings per year, duties including identifying barriers to aquaculture, no compensation but with travel reimbursement, and termination five years after appointment (renewable in two-year periods); adding subsection (e) requiring annual reports to Congress—beginning one year after enactment—on Plan implementation, federal agency roles and expenditures on aquaculture, advisory committee activities, and related matters; and (3) in section 10, striking "2023" (thus removing the prior expiration date).
