H.R. 5473 — Farm Rescue Act of 2025

This section authorizes advance partial price loss coverage (PLC) payments for covered commodities for the 2025 crop year. (As background, PLC provides payments to producers on payment acres when the national average market price, or extended base price, for a covered commodity falls below its statutory reference price.) If the Secretary of Agriculture determines, using the best available data, that PLC payments will be required, producers on a farm may opt for a one-time partial payment of 40-50% of the projected PLC payment, followed by a subsequent payment after the applicable marketing year equal to the final PLC amount minus the partial payment received; the Secretary may recover any erroneous partial payments and must issue implementing regulations within 60 days of enactment.
