H.R. 5499 — Fed Integrity and Independence Act of 2025

This section states congressional findings on the independence of the Federal Reserve System from presidential political interference, including through staggered 14-year terms for Board of Governors members and four-year terms for the Chairman. It expresses the sense of Congress that it is not appropriate for any presidentially appointed employee—whether on leave or not—to serve as a Board of Governors member.

This section prohibits (1) members of the Board of Governors of the Federal Reserve System from simultaneously holding any other office, position, or employment appointed by the President—including under a leave of absence from such other position; (2) presidents of Federal Reserve Banks from simultaneously holding any such other presidentially appointed office, position, or employment; and (3) the first vice president of the Federal Reserve Bank of New York from simultaneously holding any such other presidentially appointed office, position, or employment. The section terminates, effective on the date of enactment, service in such Federal Reserve positions by any individuals who become ineligible due to these prohibitions.
