H.R. 5513 — To amend the Federal Water Pollution Control Act to make certain technology investments eligible for additional subsidization, and for other purposes.

This section revises the criteria in the Clean Water State Revolving Fund (CWSRF) program for additional subsidization (i.e., grants or principal forgiveness beyond standard loans) by specifying that states may provide such subsidization for implementing or utilizing processes, materials, techniques, or technologies—including asset management software, operational analysis software, and advanced digital construction management systems—to (iii) address water-efficiency goals, (iv) address energy-efficiency goals, (v) mitigate stormwater runoff, or (vi) implement cost-effective and sustainably planned, designed, and constructed projects. (The CWSRF provides low-interest loans and other assistance to municipalities and others for wastewater treatment infrastructure and related activities.)
