This section revises the Northern Border Security Review Act (P.L. 114-267) as follows: (1) requires the Department of Homeland Security (DHS) to submit a northern border threat analysis by September 2, 2026, and biennially thereafter (from one-time, 180 days after enactment of that Act); (2) requires DHS to update its northern border strategy within 90 days of each threat analysis submission, or notify congressional committees if no update is needed; and (3) requires DHS to provide classified briefings to congressional committees within 30 days of each threat analysis submission. This section further directs DHS, through the Executive Assistant Commissioner of Air and Marine Operations (AMO) of U.S. Customs and Border Protection, to develop performance measures within six months of enactment to assess AMO's effectiveness in securing the northern border between ports of entry in the air and maritime environments.
