H.R. 5530 — Postal Contracting Financial Accountability Act

This section authorizes a covered contractor (i.e., an individual or entity operating a contract postal unit) to elect continued operation of a contract postal unit (i.e., a facility providing retail postal services under contract) if the Postal Service determines to terminate or not renew the contract postal unit operation agreement for reasons not primarily or entirely based on a contractor breach, provided the Postal Service has not entered a new agreement with that contractor for the unit, the contractor submits notice of election, and the contractor agrees to amend terms. (1) Elected agreements retain prior terms and conditions except they do not obligate Postal Service payments to the contractor (unless the Postmaster General deems payments appropriate and sets terms); (2) such agreements remain in effect until Postal Service termination for contractor breach or contractor termination or cessation of operations; and (3) the Postal Service must agree to the amendment if elected.
