H.R. 5539 — POW Priority Care Act of 2025

This section revises enrollment priorities in the Department of Veterans Affairs (VA) health care system to provide veterans who are former prisoners of war with priority category 1 (highest priority) status (previously priority category 3). (As background, VA assigns veterans to one of eight priority categories that determine eligibility for health care enrollment, access to services, and copayments.) It also includes such veterans among those eligible for extended care services without prior enrollment. The amendments apply with respect to former prisoners of war before, on, or after the date of enactment.
