H.R. 5553 — CTE Student Mental Health and Wellness Act

This section expands eligibility for mental health and substance use disorder services for students by revising the definition of eligible entities from institutions of higher education to covered institutions, which now include both institutions of higher education (as defined in section 101 of the Higher Education Act of 1965) and area career and technical education schools (as defined in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006). (Thus, area career and technical education schools may now apply for grants under the program, which supports the development and maintenance of campus-based mental health and substance use disorder prevention, screening, treatment, and recovery services for students.)
