H.R. 5567 — Affordable Housing for Our Troops Act

This section directs the Secretary of Defense to provide Congress with a briefing on Department of Defense actions taken and planned to expand access to affordable housing for members of the Armed Forces through partnerships with local governments and housing providers. The briefing must include (1) identification of high cost-of-living locations and rural areas near remote or isolated installations with the greatest housing affordability challenges; (2) a summary of current or planned efforts by military installations with local municipalities or housing providers to provide rental relief or lease flexibility, including any memoranda of understanding; (3) identification of existing public-private partnerships or community development initiatives that could support off-installation housing; (4) an assessment of potential incentives from landlords or cities, such as waived security deposits, lease rates below the basic allowance for housing, application fee discounts, and flexible lease terms; (5) an overview of Department efforts to collaborate with local governments and housing developers to incentivize construction of affordable off-installation housing tailored to military needs; and (6) recommendations for legislative or policy changes to enhance such partnerships and reduce housing insecurity.
