H.R. 5568 — Funding Small Businesses During Shutdown Act

This section appropriates funds for FY2026, during any period of a lapse in discretionary appropriations for the Small Business Administration beginning on or after enactment (for any 30-day period of such lapse, pro-rated if less than 30 days), to pay salaries and expenses necessary to continue servicing loans made under (1) subsection (m) of section 7 of the Small Business Act ($500,000; i.e., microloans of up to $50,000 to small businesses and nonprofits), (2) subsection (a) of section 7 of the Small Business Act ($2,916,666,667; i.e., the primary 7(a) loan program for small business acquisition, construction, and working capital), (3) title V of the Small Business Investment Act of 1958 ($1,250,000,000; i.e., surety bond guarantees for small business contract performance and payment bonds), and (4) administrative expenses for the microloan program ($13,775,000). (Thus, these programs may continue loan servicing without interruption during a government shutdown.)
