This section establishes three new grant programs under the Bureau of Justice Assistance (BJA) within the Byrne Justice Assistance Grant (JAG) program (34 U.S.C. 10151 et seq.) to combat fentanyl poisonings by inserting a new section 509 (redesignating current section 509 as 510). It authorizes (1) grants to state and local law enforcement agencies to prevent unlawful sales, marketing, or distribution of controlled substances (as defined in 21 U.S.C. 802) on social media—including prioritizing arrests and providing education on fentanyl risks—with $10 million reserved from JAG funds; (2) grants to 501(c)(3) nonprofit organizations (max $50,000 each) for public awareness campaigns on fentanyl dangers—including family transportation, educational materials, counseling, and naloxone training (but prohibiting most harm reduction supplies)—with $3 million reserved; and (3) grants to state and local law enforcement agencies for fentanyl testing/detection equipment (e.g., test strips, ion mobility spectrometers, naloxone) and related training to protect officers, with $2 million reserved.
