H.R. 5580 — Charlie Kirk Commemorative Coin Act

This section states congressional findings on the life, activism, and legacy of Charles “Charlie” James Kirk, including his founding of Turning Point USA in 2012 (now with over 3,500 chapters at schools and universities), its post-death receipt of over 62,000 student requests for new or expanded chapters following his death on September 10, 2025, and his advocacy for First Amendment freedoms, family values, and American exceptionalism.

This section directs the Secretary of the Treasury to mint and issue not more than 400,000 $1 silver coins in commemoration of Charles “Charlie” Kirk, each weighing 26.73 grams, with a diameter of 1.500 inches, and containing not less than 90% silver. The section designates such coins as legal tender, as provided in 31 U.S.C. §5103, and as numismatic items for purposes of 31 U.S.C. §§5134 (sale of coins) and 5136 (distribution).

This section establishes design requirements for coins minted under this Act, including an obverse image of Charles James Kirk; a reverse inscription of “well done, good and faithful servant”; and standard inscriptions on each coin of “Charles James Kirk,” the coin’s value, the year “2026,” “Liberty,” “In God We Trust,” “United States of America,” and “E Pluribus Unum.” The Secretary of the Treasury must select the design after consultation with the President, with review by the Citizens Coinage Advisory Committee.

This section requires coins minted under the Act to be issued in uncirculated and proof qualities from any U.S. Mint facility and only during calendar year 2026.

This section establishes procedures for the sale of coins issued under the Act by directing the Secretary to (1) sell the coins at a price equal to their face value plus the costs of designing and issuing them (i.e., labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping); (2) make bulk sales available at a reasonable discount; and (3) accept prepaid orders at a reasonable discount before issuance.
