This section codifies visa sanctions—denying entry to members of the Palestine Liberation Organization (PLO) and officials of the Palestinian Authority (PA)—that were in effect under the Middle East Peace Facilitation Act as of July 31, 2025, requiring them to remain in effect on and after enactment except as waived. It authorizes the Secretary of State to waive the sanctions on a case-by-case basis for renewable periods of up to 180 days upon certifying to congressional committees that the PLO and PA are not (1) initiating or supporting actions at international organizations that undermine UN Security Council Resolutions 242 and 338; (2) internationalizing the conflict with Israel, such as through the International Criminal Court or International Court of Justice; (3) supporting terrorism, including incitement and glorification of violence (especially in textbooks); or (4) providing payments or benefits to Palestinian terrorists and their families. The section sunsets seven years after enactment.
