H.R. 5609 — Stop RFK’s BS Act

This section reinstates National Institutes of Health (NIH) grants and awards (i.e., covered grants or awards) terminated or suspended between January 20, 2025, and the date of enactment—unless the NIH Director finds financial mismanagement, research fraud, or malfeasance—and deems them obligated. The section further requires disbursement of approved payment requests within 30 calendar days of submission and extends the budget period of such reinstated or disbursed grants or awards by one year from the date of enactment.
