H.R. 5623 — SEIZE Act of 2025

This section authorizes the President to treat as stocks of the United States any weapons or materiel seized while in transit from Iran to the Houthis in Yemen. The section further amends Section 506(a) of the Foreign Assistance Act of 1961 (22 U.S.C. 2318(a))—which authorizes presidential drawdowns of defense articles, services, and military education and training from Department of Defense stocks or other U.S. agency resources, limited to $100 million annually for emergencies and $200 million for specified national interest purposes (e.g., narcotics control, disaster assistance, antiterrorism, nonproliferation, or Vietnam War accounting efforts)—by adding paragraph (4) to permit drawdown of such seized items for provision to foreign partners, in addition to amounts otherwise specified in the section. (Thus, these drawdowns do not count against existing dollar limits.) This section also requires the President to submit to the armed services and foreign relations/affairs committees of Congress, within 180 days of enactment and annually thereafter, reports detailing exercises of these authorities and inventories of seized and transferred items.
