H.R. 5626 — Taiwan and American Space Assistance Act of 2025

This section directs the Administrator of the National Aeronautics and Space Administration (NASA), in coordination with the Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Secretary of State, to engage Taiwan not later than 90 days after enactment to expand cooperation on civilian space activities, consistent with the Taiwan Relations Act of 1979 and applicable export regulations. In pursuing such cooperation, NASA and NOAA may identify and advance initiatives of mutual benefit in the following areas: (1) satellite programs, space exploration programs, and atmospheric and weather programs; (2) personnel exchanges with the Taiwan Space Agency; and (3) commercial space and atmospheric and weather technology and services. The section requires NASA, NOAA, and the Secretary of State to submit to the appropriate congressional committees a report on implementation not later than 270 days after enactment and annually thereafter for five years. The report must describe activities conducted with Taiwan, identify challenges to expanded cooperation, overview efforts undertaken, and address other relevant matters. "Appropriate congressional committees" are defined as the House Committees on Science, Space, and Technology and Foreign Affairs and the Senate Committees on Commerce, Science, and Transportation and Foreign Relations.
