H.R. 5633 — Agriculture Infrastructure Stability Act of 2025

This section adds a new paragraph (20) to section 522(c) of the Federal Crop Insurance Act directing the Federal Crop Insurance Corporation (FCIC) to carry out research and development, or contract with qualified persons, on a harvest incentive for a policy or plan of insurance that provides revenue loss coverage. The section further requires FCIC to make such a policy available no later than two years after enactment if approved under section 508(h) (notwithstanding restrictions in section 508(a)(1) and (2)), and to submit a report to the agriculture and appropriations committees of the House and Senate no later than one year after enactment describing the research results and any policy made available. (As background, section 522 authorizes FCIC partnerships with private entities to research and develop new crop insurance products for agricultural producers.)
