H.R. 5634 — Veterans Flight Training Responsibility Act of 2025

This section establishes a cap on the total amount of Post-9/11 GI Bill entitlement (i.e., educational assistance under 38 U.S.C. ch. 33) payable for flight training fees at public institutions of higher learning at $100,000 (as adjusted annually by the percentage increase in the Consumer Price Index for all urban consumers), and subjects payments under existing flight training provisions to this cap. (The Post-9/11 GI Bill provides tuition, fees, housing stipends, and books/supplies payments to eligible post-9/11 veterans, service members, and certain family members for approved education programs, including flight training.) The changes apply to individuals first pursuing such flight training on or after August 1, 2026.
