H.R. 5637 — No Work, No Pay Act of 2025

This section prohibits payment of compensation to Members of Congress for each 24-hour period of a government shutdown occurring during a pay period, by requiring each House's payroll administrator to exclude from that period's payments an amount equal to one day's pay under 2 U.S.C. 4501 multiplied by the number of such periods. It directs the Secretary of the Treasury to assist the payroll administrators (i.e., for the House of Representatives, the Chief Administrative Officer or designee; for the Senate, the Secretary of the Senate or designee) and applies to the One Hundred Twentieth Congress and succeeding Congresses.

This section defines a Government shutdown, for purposes of this Act, as a lapse in appropriations for any federal agency or department resulting from the failure to enact a regular appropriations bill or continuing resolution.

This section defines a "Member of Congress," for purposes of this Act, as an individual serving in a position under subparagraphs (A), (B), or (C) of section 601(a) of the Legislative Reorganization Act of 1946 (2 U.S.C. 4501)—namely, a Senator, Member of the House of Representatives, Delegate to the House, Resident Commissioner from Puerto Rico, Senate President pro tempore or majority or minority leader, or House Speaker.
