H.R. 5648 — Disaster Relief Continuity Act of 2025

This section provides a continuous appropriation of such sums as necessary to the Administrator of the Federal Emergency Management Agency (FEMA) for FY2026—during any period without interim or full-year appropriations—to carry out the Robert T. Stafford Disaster Relief and Emergency Assistance Act for (1) financial and operational support for declared major disasters and emergencies, including individual assistance and life-saving activities; (2) salaries and expenses of essential FEMA personnel involved in disaster response, recovery, mitigation, and grants; and (3) continuing payments and grants for existing federally funded disaster recovery projects. Funds terminate upon the first of enactment of a relevant appropriation (with or without funding for these purposes) or January 1, 2027, and are restricted from use for nonessential administrative functions, new policy development, or nondisaster-related training or travel.
