H.R. 5656 — To amend title 49, United States Code, to grant the United States Virgin Islands and Puerto Rico eligibility to issue commercial driver's licenses, and for other purposes.

This section expands the definition of "State" in commercial motor vehicle safety laws (49 U.S.C. § 31301(14)) to include the United States Virgin Islands and Puerto Rico, deems certain apportioned amounts to those territories subject to penalties under title 49, U.S. Code, directs the Federal Motor Carrier Safety Administration (FMCSA) to work with those territories on achieving full compliance with chapter 313 of title 49, U.S. Code (i.e., requirements for states to register commercial motor vehicle operators and access safety data systems), and provides a 5-year grace period, beginning on the date of enactment, during which those territories are exempt from withholding of federal-aid highway apportionments under 23 U.S.C. § 104(b)(1)-(2) for noncompliance with such requirements.
