H.R. 566 — Cleaner Air Spaces Act of 2025

This section directs the EPA Administrator to provide grants to air pollution control agencies (i.e., as defined in Clean Air Act §302) to implement cleaner air space programs addressing wildland fire smoke exposure, subject to appropriations, with each grant not exceeding $3 million and at least one grant required for a Tribal agency. Grant recipients must (1) partner with at least one community-based organization; (2) establish at least one clean air center (i.e., one or more clean air rooms in a publicly accessible facility) located in at-risk areas, accessible to covered households, and staffed during smoke events; (3) advertise program details and clean air center availability; (4) distribute at no cost a minimum of 1,000 eligible air filtration units plus one replacement filter per unit to covered households and related educational materials on creating clean air rooms; (5) collect and report to EPA data on distributed units; and (6) conduct anonymous surveys of recipients six months after distribution on usage, barriers, and improvements. Not later than three years after enactment, the Administrator must report to Congress on all funded programs, including recipient data, survey responses, and recommendations for expansion or improvements.
