H.R. 5661 — Water Preservation and Affordability Act of 2025

This section (1) defines the term "resource preservation technique" in the Clean Water Act to mean any process, material, technique, or technology addressing water or energy efficiency, stormwater runoff mitigation, sustainable project planning, or environmental innovation; (2) revises Clean Water State Revolving Fund (CWSRF) capitalization grant requirements to prioritize resource preservation techniques in states' intended use plans; (3) requires CWSRF loan recipients repairing, replacing, or expanding treatment works to evaluate and use such techniques to the maximum extent practicable and directs states' CWSRF intended use plans to provide for their use; (4) increases the authorization of appropriations for the wastewater efficiency grant pilot program—which awards grants of up to $4 million to as many as 15 publicly owned treatment works for waste-to-energy systems such as anaerobic digesters and methane capture—to $40 million annually for FY2026 through 2031 (from $20 million for FY2022 through 2026); and (5) doubles the authorization of appropriations for the Clean Water Infrastructure Resiliency and Sustainability Program—which supports resiliency and sustainability projects for publicly owned treatment works and municipal separate storm sewer systems—to $50 million annually for FY2026 through 2031 (from $25 million for FY2022 through 2026).
