H.R. 5668 — Stronger Schools Act

This section establishes a competitive grant program under which the Secretary of Education awards funds to local educational agencies (LEAs) to improve physical security at elementary schools and secondary schools by (1) hiring a school resource officer (SRO) who carries a firearm; and (2) establishing a single point of entry that includes a locked anteroom in which the SRO inspects all guests prior to entry into other areas of the school and which has metal detectors. LEAs must apply for grants as specified by the Secretary, and the Secretary must submit to Congress a report on program implementation not later than one year after the date of enactment. Terms such as elementary school, LEA, secondary school, and State educational agency have the meanings given in section 8101 of the Elementary and Secondary Education Act of 1965, and SRO has the meaning given in section 1709 of the Omnibus Crime Control and Safe Streets Act of 1968.
