H.R. 567 — Expanding Labor Representation in the Workforce System Act

This section establishes a definition of "labor organization" in the Workforce Innovation and Opportunity Act (WIOA). The term adopts the meaning from section 2(5) of the National Labor Relations Act (NLRA)—any organization of any kind, or agency or employee representation committee or plan, in which employees participate and which exists for the purpose, in whole or in part, of dealing with employers concerning grievances, labor disputes, wages, rates of pay, hours, or conditions of work—but also includes (1) any organization composed of labor organizations (e.g., a labor union federation or state or municipal labor body) and (2) any organization that would qualify under the NLRA definition except for representing federal government employees (including those of wholly owned government corporations or Federal Reserve Banks), state or local government employees, employees subject to the Railway Labor Act, or agricultural laborers.
