H.R. 5709 — TAAP Act

This section reauthorizes the United States-Mexico Transboundary Aquifer Assessment Program—which assesses shared groundwater resources along the U.S.-Mexico border to inform water management—through the following changes: (1) expands priority transboundary aquifers to include those in New Mexico, Texas, or Arizona (excluding any aquifer underlying Arizona and Sonora, Mexico, that is partially within the Yuma groundwater basin designated by the Arizona Department of Water Resources on June 21, 1984; previously, New Mexico or Texas); (2) authorizes appropriations of $1.5 million annually for FY2026 through FY2033 (previously, $50 million total for FY2007 through FY2016); and (3) extends the sunset of program authority to the date of enactment of this Act (previously, enactment of P.L. 109-448).
