H.R. 5710 — Bridge the Gap for Rural Communities Act

This section suspends the $125,000 payment limitations on direct and indirect payments received by a person or legal entity (except a joint venture or general partnership) under the Price Loss Coverage and Agriculture Risk Coverage programs for covered commodities other than peanuts (subsection (b)) and for peanuts (subsection (c)) for crop year 2025. (Thus, there is no cap on such payments for 2025.)

This section authorizes optional advance partial payments, equal to 50% of projected payments under subsection (i) for payment acres of each covered commodity for the 2025 crop year, for producers on a farm who elect by notifying the Farm Service Agency by December 1, 2025, with payments due by December 31, 2025. Projected payments are based on the 2025–2026 marketing year average farm price from the most recent World Agricultural Supply and Demand Estimates (or a comparable price determined by the Secretary); it further requires subsequent payments after the applicable marketing year equal to the final amount under subsection (i) minus the advance (with excess repayment without interest if overpaid) and clarifies that such payments are assignable under 7 CFR part 1404. (Thus, the provision facilitates earlier cash flow for participants in price loss coverage or agriculture risk coverage—commodity-specific farm safety net programs elected irrevocably under this section—prior to final 2025 crop year settlement.)
