H.R. 5715 — October 7 Gold Medal Act

This section states congressional findings concerning the October 7, 2023, Hamas attack on Israel, which killed more than 1,200 people (including at least 30 Americans), took 251 people hostage (including 12 Americans, with the final living American released on May 12, 2025, and 2 Americans still held as of the resolution date), and recognizes the heroism of Israeli civilians and soldiers, as well as the resilience of American hostage families.

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to present a Congressional Gold Medal of appropriate design, on behalf of Congress, to American hostages and victims of the October 7, 2023, attacks in recognition of their suffering and sacrifice. The Secretary of the Treasury must strike the medal, which is to be given afterward to the Weitzman National Museum of American Jewish History in Philadelphia, Pennsylvania, for display and research.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal struck pursuant to section 3 at a price sufficient to cover the costs thereof, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck pursuant to this Act as national medals for purposes of chapter 51 of title 31, United States Code (i.e., medals authorized by Congress and struck by the U.S. Mint), and as numismatic items for purposes of sections 5134 and 5136 of such title (i.e., collectible items subject to Mint production, distribution, and sale authorities).

This section authorizes charges against the United States Mint Public Enterprise Fund for costs of medals struck under this Act and directs deposit of proceeds from sales of duplicate bronze medals into the fund.
