H.R. 5719 — To provide for interim appropriations for the National Capital Planning Commission and the Commission of Fine Arts with respect to any fiscal year for which appropriations are not otherwise provided for the commissions.

This section establishes automatic interim appropriations, at the prior fiscal year's rate for operations and under the same terms and conditions, for the National Capital Planning Commission (NCPC) and the Commission of Fine Arts (CFA) in any fiscal year beginning with FY2025 where no regular appropriation for their expenses is enacted. (As background, the NCPC reviews and approves federal plans and projects affecting the National Capital region, and the CFA advises on the design and aesthetics of federal buildings, monuments, and public spaces in Washington, DC.) If a subsequent regular appropriation or general appropriations bill for the Department of the Interior, Environment, and Related Agencies is enacted, interim expenditures are charged to it, and the interim authority ceases on the date of enactment.
