H.R. 5743 — One Citizen, One Seat Act

This section directs the Secretary of Commerce to revise the state population tabulation from the 2020 decennial census—previously including all persons—to include only U.S. citizens and to provide the revised tabulation to each state within 60 days of enactment. Beginning 60 days after a state receives the revised tabulation, the section prohibits federal grants to that state unless it uses only the citizen-only tabulation for all purposes for which it previously used the original tabulation.
