H.R. 5754 — Government Accountability Office District of Columbia Home Rule Act

This section repeals the Government Accountability Office's (GAO) oversight authorities over the District of Columbia (DC) government. Specifically, the section (1) excludes the DC government from the definition of federal agency under 31 U.S.C. §701(1); (2) strikes the requirement for GAO to conduct an annual audit of the DC government (31 U.S.C. §715); and (3) removes the DC government from GAO provisions on evaluating programs and activities (31 U.S.C. §717(a)), reports to Congress (31 U.S.C. §719(f)(3)), and agency responses to GAO reports (31 U.S.C. §720(a)). (Thus, GAO will no longer treat or audit the DC government as a federal agency.)

This section repeals provisions of the District of Columbia Home Rule Act requiring Comptroller General (i.e., GAO) involvement in District government accountability processes, including (1) status of compliance with GAO reports in the Mayor's annual budget; (2) submission and evaluation of the performance accountability plan and report; (3) submission and evaluation of the financial responsibility plan and report; and (4) annual audits of debt service payments.
