H.R. 5759 — INFANT Act of 2025

This section revises the definition of competitive bidding under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)—which provides supplemental foods, including infant formula obtained through manufacturer rebates, to low-income pregnant, postpartum, and breastfeeding women, infants, and young children—(1) to require selection of two manufacturers offering the lowest prices through sealed bids, with one designated as primary and one as secondary; and (2) to replace multiple references to the "primary" contractor with "manufacturer," strike the term "specific," change singular "contract" to plural "contracts," and make conforming adjustments elsewhere in the infant formula rebate provisions.
