H.R. 577 — Treatment and Homelessness Housing Integration Act of 2024

This section directs the Secretary of Housing and Urban Development (HUD), not later than 180 days after enactment, to establish a demonstration program awarding not more than 10 grants to eligible Continua of Care (CoCs)—defined as collaborative applicants under the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11381 et seq.)—to refer qualified participants to Certified Community Behavioral Health Clinics (CCBHCs, as defined in section 1905 of the Social Security Act) for behavioral health, mental health, and substance use disorder treatment. Eligible CoCs must be located in one of the five states with the highest per capita homelessness, as determined by HUD, and within 50 miles of a CCBHC. A qualified participant is an individual who (1) receives supportive housing through the CoC program, (2) qualifies for such housing via disability insurance benefits under title II or supplemental security income benefits under title XVI of the Social Security Act, or (3) is a homeless individual with a disability, as defined in section 401 of the McKinney-Vento Act (42 U.S.C. 11360). The section authorizes $50 million for FY2025 through FY2029, of which up to 10% may be used for technical assistance to grantees and the required report to Congress—due not later than 180 days after program termination—on program performance measures and the number of qualified participants receiving such Social Security benefits.
