H.R. 5783 — State Actions For Employing Transportation Risk Assessments and Crossing Knowledge Strategies Act

This section revises reporting requirements under the Federal Railroad Administration on state highway-rail grade crossing action plans by (1) adding to the initial report (due not later than four years after states submit plans under FAST Act §11401(b)) a summary of each state's strategies for reducing pedestrian fatalities, including suicides, along railroad rights-of-way through collaboration with stakeholders such as railroads operating in the state and consultations with mental health and law enforcement agencies; and (2) requiring report updates every five years indefinitely (previously, a single update five years after the initial report). (The reports evaluate state compliance and progress under the Railway-Highway Crossings Program [i.e., 23 U.S.C. §130], which provides formula funding to states for safety improvements at the approximately 210,000 public highway-rail grade crossings nationwide.)
