H.R. 5784 — AI–WISE Act

This section amends the Small Business Act to establish a new section 49 directing the Small Business Administration (SBA) Administrator to create and maintain educational resources and modules on artificial intelligence (AI) tools for small business concerns, to be made publicly available on an existing SBA online learning platform. The resources must cover specified topics (e.g., AI model operations and limits, detecting AI-generated outputs, risk management, privacy protections, human oversight in decisions, and evaluating AI adoption) and be kept factually accurate and current through consultations with the National Institute of Standards and Technology Director and a new Advisory Working Group comprising experts in AI (from private sector, academia, reliability/privacy organizations, and educational materials) and small business outreach (from SBA resource partners, district offices, and associations), which is exempt from the Federal Advisory Committee Act. SBA must coordinate with resource partners (e.g., Small Business Development Centers) for dissemination and localized adaptations, incorporate relevant existing materials where practicable, and ensure content is actionable, comprehensible, and neutral as to specific AI models or developers.
