H.R. 5806 — Pre-Apprenticeship Wrap-around Support Services Fund Act of 2025

This section authorizes the Secretary of Labor to award grants to eligible applicants (i.e., entities operating pre-apprenticeship programs, such as joint labor-management partnerships, industry partnerships, local educational agencies, secondary schools, area career and technical education schools, State or local workforce boards, or community-based organizations) to provide stipends to individuals enrolled in pre-apprenticeship programs. A pre-apprenticeship program prepares individuals for registered apprenticeship programs (i.e., those registered with DOL or a state apprenticeship agency under the National Apprenticeship Act) through a formal agreement with program sponsors; theoretical education; and hands-on training aligned with industry standards that does not displace paid employees. Grantees must (1) establish primary performance indicators for enrollees—measuring entry into registered apprenticeships, employment in the relevant industry, median earnings, and credential or diploma attainment within 12 months (or one year) of program completion—and annually collect related data, including stipend numbers and amounts; and (2) prioritize stipends for individuals with barriers to employment (as defined in the Workforce Innovation and Opportunity Act). Stipends may reimburse only (1) transportation costs (e.g., mileage or public transit), (2) lost wages from reduced work hours due to program participation, or (3) costs of industry-based certifications. Grantees must report data annually to the Secretary, who must report progress and outcomes annually to the House Committee on Education and the Workforce and the Senate Committee on Health, Education, Labor, and Pensions. The section defines additional terms, including formal agreement, recognized postsecondary credential, and registered apprenticeship program (cross-referencing Workforce Innovation and Opportunity Act definitions where applicable).
