H.R. 5807 — Empowering Individuals to Succeed Through Education and Workforce Training Act

This section establishes a Support Services Training Fund under WIOA by adding a new section 172 (redesignating current section 172 as 173), directing the Secretary of Labor to award competitive grants of up to $2 million per year to qualified applicants—local workforce development boards, consortia of such boards, or state workforce boards acting on behalf of or partnering with consortia—to provide specified support services to individuals participating in occupational training under WIOA section 134(c)(3) (title I) or section 231 (title II adult education). Specified support services include those defined in WIOA section 3(59) (i.e., transportation, childcare, and other needs-based assistance to enable participation in WIOA activities) plus other services a grantee deems essential for training completion, such as groceries and after-hours childcare; grantees must describe partnerships with TANF and SNAP agencies in their applications.
