This section states that Congress finds expanding natural gas exports will lead to increased investment and development of domestic supplies of natural gas contributing to job growth and economic development, and revises the expedited application and approval process for natural gas exports and imports under the Natural Gas Act. Specifically, it (1) expands expedited approval—deeming exports consistent with the public interest and granting applications without modification or delay—to any nation not excluded by the section (previously, only to nations with free trade agreements requiring national treatment for trade in natural gas); (2) excludes from expedited approval nations subject to U.S. sanctions or designated by the President or Congress for national security reasons; and (3) eliminates the requirement for a Commission order under subsection (a) authorizing exports to or imports from Canada or Mexico.
