This section revises the Federal Medical Assistance Percentage (FMAP) for the District of Columbia (DC) under Medicaid (Title XIX). It maintains DC's FMAP at 70 percent under CHIP (Title XXI); sets DC's Medicaid FMAP for fiscal years before 2030 to the greater of the percentage otherwise determined under the standard formula (i.e., based on per capita income) or the percentage specified in new subsection (ll)—namely, (1) 70 percent for fiscal years before FY2027, (2) 65 percent for FY2027, (3) 60 percent for FY2028, and (4) 55 percent for FY2029 (from a flat 70 percent under prior law)—and for FY2030 and subsequent fiscal years to the standard formula percentage without such a minimum. (The FMAP determines the federal share of state Medicaid expenditures, generally ranging from 50 percent to 83 percent based on per capita income; thus, this phases down DC's minimum FMAP and eventually eliminates the floor.)
