H.R. 5824 — Tribal Affordable Housing Act

This section establishes a competitive grant program under the Department of Housing and Urban Development (HUD), administered in accordance with the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA)—which provides formula block grants to Indian tribes and tribally designated housing entities (TDHEs) for affordable housing activities—for eligible entities to build residential dwelling units or add at least one necessary feature to such units on Tribal land, with awards required not later than one year after enactment. Eligible entities are Indian tribes or TDHEs that received a final NAHASDA allocation of less than $500,000 from HUD in at least one of the five prior fiscal years. The section authorizes $150 million for FY2026 and each fiscal year thereafter and defines key terms including eligible entity, Indian Tribe, necessary feature, residential dwelling unit, and TDHE (the latter three as specified in NAHASDA).
